EVIDENCE BASELINE · CHECKED 30 JUN 2026
Evidence-led position: IP delivery can reuse mobile, fixed, public-Wi-Fi, and satellite last-mile networks and adds search, on-demand access, captions, analytics, and rapid knowledge updates. It does not reach every person reliably. Affordability, congestion, devices, electricity, digital skills, and uneven rural broadband remain material constraints. DTT and satellite retain advantages for one-to-many mass reach and emergency resilience; a national knowledge platform should therefore be IP-first and hybrid, not internet-only. NATURE OF THIS WORK
This platform constitutes an academic feasibility prototype created solely for the purpose of non-commercial research into the technical, regulatory, and economic viability of a hypothetical public national streaming infrastructure for Thailand. It is not a licensed broadcasting service, not a commercial streaming product, and is not intended for general public use.
Access is restricted to invited researchers, policy analysts, technology evaluators, and academic reviewers via password-protected entry. No revenue is generated, no advertising is served, and no subscription or fee is charged to any user.
BROADCAST CONTENT · STREAM SOURCES
Streams are drawn from broadcaster-facing public pages, public HLS catalogs, and limited third-party research relays. The interface now requires an identity match between the named channel and the content; where that match cannot be supported, it shows an official-site link instead of substitute programming. Catalog availability does not establish carriage, embedding, or retransmission permission.
All channel names, trademarks, logos, and programme titles are the exclusive intellectual property of their respective owner-broadcasters. Their presence constitutes neither endorsement of this project nor any claim of ownership or affiliation.
Deployment gate: written broadcaster permission, territorial-rights rules, accessibility obligations, security review, and takedown operations are required before any public or commercial launch. Rights-holder objections trigger immediate disabling and review.
LEGAL BASIS · THAI LAW
This prototype is a technical research artefact, not a legal opinion. Potentially relevant Thai provisions include the following, but their application must be confirmed by qualified Thai counsel and each rights-holder:
- Copyright Act B.E. 2537, §32 — research exceptions are fact-specific and do not replace broadcaster authorization for an operational platform.
- Copyright and broadcast rights — linking, embedding, proxying, caching, and public communication can have different legal consequences and must be assessed separately.
- Computer Crime Act B.E. 2560, §5 & §7 — no endpoint requiring bypass of access controls should be used; tokenized third-party relays require explicit review.
- Broadcasting Act B.E. 2551 — licensing and platform classification must be agreed with NBTC before operational distribution.
- PDPA B.E. 2562 — production requires a documented lawful basis, data minimisation, retention controls, security measures, and enforceable data-subject rights.
